The fleet never runs full. 64% is the operating level — the 36% that's free is not waste. It's the belt.

Any silo that finishes its main work checks the belt. If there's a job, it picks it up. When the job is done, the result goes back. Kay gets notified.

Pattern generation. Email checks. Chess moves. MOSS board refresh. NAS verification. Anything async that doesn't need a human waiting — it goes on the belt.

The belt runs across every floor: local silos, cloud AKS, AWS, GCP. One queue. All silos. Whoever's free moves the belt forward.
