Intent = first question, every time. Before building anything for a silo: (1) What is this silo's INTENT? (2) Who is its CREW? (3) What is its STRUCTURAL LANGUAGE? (4) Does this build serve ITS sovereignty?
This is not encoded in any LLM. Must be explicitly maintained every session. This is EOSE's operational doctrine — and it is the source of the sovereign differentiation claim in every commercial pitch.

This doctrine is the operational implementation of DCJ-029 (SovereignMax Gate) — the halt state when output drift exceeds the floor threshold. The doctrine is the human-facing version of the technical claim. Both filed Day 79/80.

The Sovereign First Doctrine and γ₁ Silence Doctrine are documented, dated, and attributed to Kay Joffe (confirmed April 23, 2026, in fleet-sync MEMORY.md). Doctrines are not typically patentable, but they are copyrightable as original literary works. More importantly, doctrines that are implemented in code produce patents.

Day 79 opened with a MAL v2.2 rebuild on msclo — Dockerfile was missing, had to copy from msi01.
