2. For each PIN: pull title, transfer history, assessed value
3. Check for encumbrances (mortgages, liens, easements)

What to look for: Recent transfers (asset flight), mortgage priority, co-ownership (harder to seize), commercial vs residential, assessed vs market value gap.
