Like a bear in hibernation — it LOOKS dead, but wake it up and
it's still a bear. PSA (Premature Suspended Animation) tracks what's
sleeping vs what's gone.
The difference matters: sleeping things have a wake-up path. Gone things need to be rebuilt.
PSA elements are sorted into 3 states: SLEEPING
(hibernating, recoverable), AWAKE (recently revived),
and GONE (confirmed dead, needs rebuild).
