COI Score

Conflict of Interest score per XML element/schema. Measures how much the standard deviates from sovereign lineage requirements. Lower = more defensible. Zero = perfect sovereign alignment.

Lowest COI Path

The chain of elements through a schema that minimises total COI score. This is the sovereign entry point. Building on this path = least legal friction in the domain.

Claim: For every regulated industry, there exists a canonical XML standard with a provably lowest COI path. That path = sovereign entry point. LABR+TRB+ARB1 for it = the EOSE product for that domain.
Phase 1: Health — ICON proved it. HL7 CDA/FHIR is the lowest-COI path.
Phase 2: Finance — WBC lived it. ISO 20022 is the floor.
Phase 3: All 10 domains — HL7Boxy scales the proof to every regulated industry.
