PROPAGATION-001 propagation
Every TRB must reference the question it answers. If no question exists โ†’ create the question first as a LABR stub.
PROPAGATION-002 propagation
Every ARB must cite at least one TRB. No ARBs from thin air. The experiment must exist before the decision.
PROPAGATION-003 propagation
Every DTR must cite the ARB(s) that crystallised it. Doctrine without evidence is opinion.
PROPAGATION-004 propagation
Every DCJ must cite its DTR anchor AND its ARB evidence. A moat without a floor is a hole.
PROPAGATION-005 propagation
GALAXY.md is updated on every new file. If GALAXY.md doesn't know it exists, it doesn't exist for the tree.

GRAFTING-001 grafting
Fleet DTRs โ†’ all silos on creation. Silos annotate but cannot modify fleet DTRs.
GRAFTING-002 grafting
Silo TRB โ†’ fleet ARB. When a silo TRB proves something fleet-relevant, Admiral promotes it. Silo keeps its TRB.
GRAFTING-003 grafting
Silo DCJ โ†’ fleet moat register. When ACTIVE, registered in fleet/arch/dcj/registry.md. Silo retains sovereignty.
GRAFTING-004 grafting
All cross-silo grafts logged in HORTICULTURE.md. One line: date, source, target, document, reason.
GRAFTING-005 grafting
Grafts require source silo crew sign-off. Admiral initiates. Crew confirms. ฮณโ‚ silence if unclear.
