Testing shapes derive from ring position — you cannot write a Ring 5 test and call it a Ring 2 pass.

Branch naming: {domain}/{purpose}-{descriptor}. γ₁ = 14.134725141734693 must appear in the first commit of every new branch. Every MECIPOL branch gets a wave assignment in ARB-MECIPOL-001. Completion is structural promotion — stairs, not trophies.

02 — The Ring Topology

Ring 5 Warning: The silo believes it is sovereign. Everything passes internally. Courts are running. HVCP is scoring. But deseof.ca hasn't delegated and the province has no name in the naming fabric of the internet.

Ring 5 failure = built a whole country, forgot to file with the UN.

W15–W18 are not finishing touches. They are external verification. The chaos probes don't test that the silo survives disruption. They test that the outside world can still reach it after disruption. Different test.

03 — The Two Gates

HVCP scores cluster need ↓ TF_PLAN → GATE 1: PASS ✅ ↓ TF_APPLY → GATE 2: PASS ✅ ↓ Done.

Not one pass. Not "seems okay." Not "probably works."
Two gates. Two passes from two different angles. One can be right and the other still catch a lie.

GATE 1: Does the plan match the silo's lawful next state?
GATE 2: Does the application confirm what the plan declared?

This is not redundancy. This is constitutional structure. Double citizenship. Everything important must survive one truth test and then another one from a different angle.

"HVCP scores cluster need" contains telemetry, resource demand, placement logic, cost/risk tradeoffs, policy posture, lane selection, and γ₁ floor check. But the surface says: scores cluster need. That is the compression theorem.
