A finding scores 10 only when it teaches something reusable across ALL domains, maps cleanly to a ME-COLI organ failure layer, has actuarial reserve value beyond the bounty, and enriches PEMCLAU GraphRAG permanently. SUB009 (GMX oracle) = KCF 10. It scores 10 because the oracle manipulation pattern appears in SSAF, C4, H1, and Health simultaneously.
These attack patterns appear in multiple domains simultaneously. Highest KCF nodes = cross-domain reusable patterns. When EOSE finds one, it doesn't just earn one bounty — it enriches immune memory for all five domains.
For each domain: expected value, reserve cost, solvency ratio, best current target. E[payout] = Σ (P(valid) × pool × bounty%). Reserve = effort cost if all findings rejected.
